The chance unique for six hundred years

The visit of the South-Ossetian journalists to Israel at the end of May - the beginning of June, 2011 had the purpose of promoting the development of bilateral contacts. It`s not a secret that the Jews are connected with the capital of the RSO Tskhinval in many respects. According to some information there is the most ancient in the Caucasus synagogue here. And for South Ossetia which is, "owing to" the policy of isolationism, conducted by the international structures, except for Russia practically in vacuum, the contacts both with the West and with the East are very important. A lot of our former compatriots, who have been watching the events in South Ossetia with interest, live in Israel.

After the five-day war in August, 2008, they even have rendered the humanitarian aid the RSO. The basic question which has been raised at the meeting of the South-Ossetian journalists with the former inhabitants of Tskhinval is the problem of rehabilitation the private property rights. For many of them the childhood and youth memories are associated with this place and certainly, they would like to return, and have a look at Tskhinval in 20 years after their departure. «We would like to return, we could even put up money there, despite the complicated situation, but certainly it`s necessary for us to have some guarantees», - here is a refrain of the last meetings. Let`s the experts will consider, whether the economic cooperation between Israel and South Ossetia is possible in the nearest future, and from our part it would be desirable to note some moments which could promote strengthening of statehood of South Ossetia, and also improvement of social status of the people. Israel, as well as South Ossetia is at war with the nearest neighbours, the only « exit in the world» (as for the RSO is the Rokskiy tunnel) is the Mediterranean Sea. About half a century has passed since the six-day war of 1967, but there are traces of bullets and missiles in the streets of Jerusalem hitherto. They have been left deliberately in many places, as a reminder of the war for independence. But, according to the local residents, in the first years after the war the accent has been made not on restoration of the destroyed housing, but on constructing the new houses. The projects of the whole districts with all infrastructures have been developed - and people who have suffered from the war or the repatriates - people who returned in their historical Native land,- have been moved to the new constructed buildings. So slowly, but persistently on a stone and sand the new state had been building, in the history of which there are many bloody pages and which is considered as one of the most influential countries in the modern world. Certainly, the Arab-Israeli conflict is extremely complicated, and it is hardly possible that it will be settled peacefully in the nearest future. But this conflict has its own history, and the building of the state Israel (where, in accordance with some Israeli experts, neither the sovereignty recognition, nor the presence of the clear line of demarcation is a state sign) has an experience which in some aspects would be positive to be adopted by our state. However, the experience of the Palestinian resistance is also necessary for considering, but we`ll talk about it another time, for now let`s stop on one of the aspects of building the Jewish state –the policy of immigration and absorption. So, the understanding of how important is the inflow of new forces for building the young state (proclaimed on May, 14, 1948 on the basis of the resolution of the UN General Assembly. № 181, accepted on November, 29, 1947) has led the leadership of Israel to the decision of creating the Ministry of Absorption. The ministry has existed only three years, and it has been recreated in 1968 after a wave of immigration followed after the Six-day war. This government agency is responsible for realization of the state policy in the field of immigration, assists the immigrants and the Israeli returnees who have lived abroad for a long время. It is responsible for comprehensive aid rendering, and also for monitoring of the immigrants, uniting all spheres of life of the Israeli society. The Absorption Ministry assists in the field of habitation, employment, simplification of interaction of immigrants with the establishments and the various organizations in the country. The purpose is in defining the potential of immigrants and to help them with realization of this potential, and promote integration of the immigrants into the Israeli society. The Absorption Ministry aspires to provide the immigrants with things, necessary to cope with the problems of entering this society of this state using and could successfully reach the maximum integration in the affairs of the new state. And the integration of the migrants may be reached by fresh inflow of blood in the different areas of scientific and public life. The policy of absorption which could be carried out in the system of the state building of the Republic of South Ossetia, undoubtedly, would yield the positive results. It is not a secret for anybody that throughout the last 20 years the social and the state development of the RSO has been occurring in rather closed way. Because of the aggressive policy of Georgia and constant military and terrorist threat on its part there was rather strong outflow of the population from South Ossetia. Today, when the RSO has received the status of partially recognized state when, thanks to the Russian Federation, the population can live in rather quiet conditions, it’s time for homecoming and creative activities here. The Ossetians scattered all over the world, left Ossetia in 90th years of the XX-th century or may be earlier, got education, having realized themselves and applying efforts for welfare of their country, could return home and take part in the state building here. After all they have an invaluable life experience. However, the state itself has to make rational steps to promote this process. It’s necessary to develop the efficient structure of receiving the former fellow citizens; that the immigrants could get a job by profession and in compliance with their abilities. Besides, it is necessary to work out the program of the immigrants’ accommodation in the first days after their returning to Ossetia. For example, in Israel this issue was being resolved in such a manner that the immigrants were settled in the hotels. Nobody argues that it is difficult enough, but, at the same time, such cooperation would be profitable for all the parties. The history not often gives chances for national self-realization and if we have it now we should realize it in full measure. The Six-day war of 1967 aroused the national self-consciousness of the Jews, living all over the world; may be it is time for the Ossetians to wake up, too? Otherwise we risk missing and spending for nothing the chance of building our national state, the chance which we managed to have after almost six hundred years after the collapse of the Alans` state. And all forces, all our movements should be devoted only to this purpose. Having risen over a today's situation, over the difficulties which have fallen to our lot, over the grief which we have recently suffered, we should use this possibility which is given once in a millennium! We simply have no right to miss, probably, the last chance of our people …
