September 20 is the 31st anniversary of the proclamation of the Republic of South Ossetia. On this day in 1990, the Council of People's Deputies decided to raise the status of the autonomous region to the South Ossetian Soviet Democratic Republic within the Soviet Union. This decision was one of the first steps towards the independence and international recognition of the Republic.

This decision was made due to the socio-political situation in Georgia. The forces of aggressive nationalism relied on massive support.

On September 9, 2008, an exchange of notes of the foreign ministries of South Ossetia and Russia on the establishment of diplomatic relations took place, which marked the beginning of a new stage in the history of the Ossetian people – the revival of the Alanian state.

The exchange of relevant notes between the two foreign affairs agencies, which took place 13 years ago, became the logical conclusion of the recognition of the Republic's independence by Russia on August 26, 2008.
