The declaration of independence of the Republic of South Ossetia, all struggle of the Ossetian people for the state independence is based on strict observance of the international law standards. It has been declared by the Minister for Foreign Affairs of the RSO Murat Dzhioev in his interview to the news agency "Res" «We did not make any decision which would contradict the applicable international legislation. Moreover, considering that till the end of 1991 the situation developed within the frames of the USSR, I have to remind that our actions completely coincided with the effective legislation of the USSR», - the minister has noted. «I’d like to underline not only the legal aspects of things.
All practical work, all elections, all referenda, all political activity of the Republic first, coincides with the internationally recognized practice, secondly, it has met and is up to the legitimate interests of people in the Caucasus, Europe, and in the world, too», - Murat Dzhioev has underlined. He has specified that «it was hard to follow peaceable policy under the conditions of many-sided aggression on the part of Georgia. But the Republic of South Ossetia managed to preserve peace with the assistance of Russia until Georgia committed full-scale military aggression against Russia and South Ossetia. Even under these conditions South Ossetia and Russia adhered to the international law standards, without infringement of human rights».The minister has summarized that «recognition of the state independence of South Ossetia by Russia and by some other states is a triumph of justice». He has reminded that the Foreign Ministry of the Republic of South Ossetia highly appreciates this recognition. «We will follow expanding the list of the states which recognize South Ossetia; we will try to obtain our recognition by those states, which have not recognized our country yet. It is necessary to notice that our actions in this direction are reasonable, laborious; any sharp movements are unacceptable in these points, and the process is taking its normal course».Murat Dzhioev has emphasized that «the process of recognition of South Ossetia would go much more actively, but for the counteraction of the USA. Some European countries have already realized that for harmonious cooperation between the people in the interests of Europe itself it is necessary to recognize the independence of South Ossetia». He has added that «at the present stage it is supposed to cooperate without recognition», but in this case one should ask a reasonable question: cooperation with whom, in the capacity of whom? It’s impossible not to recognize someone and at the same time to cooperate with him. It is maintained that the question is about «the recognition de facto». But recognition is a legal term, it cannot be only de facto, without de jure».In conclusion Murat Dzhioev has reckoned that «the process of recognizing South Ossetia is irreversible and it is being discussed openly not by a number of engaged, but the fair international law experts». We should remind that the independence of the Republic of South Ossetia has been recognized by the member states of the United Nations: Russia, Nicaragua, Venezuela and Nauru.
