On behalf of President Alan Gagloev, Ministry of Foreign Affairs of the Republic of South Ossetia sent the official note to Ministry of Foreign Affairs of the Russian Federation on the exclusion of South Ossetia from the list of countries, the citizens of which will be subject to the provisions of the RF Government Resolution No. 1510 "On conducting an experiment to test the rules and conditions for entry into the Russian Federation and exit from the Russian Federation of foreign citizens and stateless persons."
According to this resolution, from June 30, 2025 to June 30, 2026, at all checkpoints across the state border for citizens of foreign states and stateless persons, registration in the federal state information system of identification and authentication using the mobile application "Unified Portal of State and Municipal Services" will be provided.
The rules being introduced, according to the resolution, should be also applied to citizens of the Republic of South Ossetia who do not have Russian citizenship.
During a working meeting with Foreign Minister Akhsar Dzhioev, the President emphasized the need to promptly work out this issue with the Russian colleagues.
“When crossing the Lower Zaramag checkpoint, residents of our Republic may face an increase in waiting time at the border, which will create, among other things, additional traffic jams. You need to promptly work out this issue with your Russian colleagues and outline in detail the difficulties that may arise during the implementation of this Resolution,” Gagloev told the Minister.
The leadership of the Presidential Executive Office of the Republic of South Ossetia also sent their proposals to their Russian colleagues to exclude South Ossetia from the list of countries falling under the Government Resolution No. 1510.
In addition, Secretary of the Security Council of the Republic of South Ossetia Anatoly Pliev, who is on a working trip to Moscow on behalf of the head of state, also outlined his proposals to his Russian colleagues.
"The main issue on the working agenda is the discussion of planned changes when foreign citizens cross the state border with Russia. Given the allied relations between the Republic of South Ossetia and the Russian Federation, one of the possible ways to resolve the situation would be for the Russian party to adopt a decision that does not extend the provisions of the RF Government Resolution No. 1510 to citizens of the Republic of South Ossetia, similar to citizens of the Republic of Belarus," Pliev said.
He has clarified that the rules for crossing the state border from June 30, 2025 to June 30, 2026 involve the use of digital technologies, the implementation of which is not possible in South Ossetia.
"We suggested that our colleagues consider the possibility of amending this resolution, with a request to exclude the Republic of South Ossetia from it, since the rules provided for in the document may create additional problems when crossing the border for residents of our country without Russian citizenship," Pliev has added.
Earlier, during a working meeting with Speaker of the Parliament Alan Margiev, the head of state also suggested to Chairman of the legislative body to submit a corresponding initiative to the State Duma of the Russian Federation.
