The information about the refusal of the Georgian authorities to discuss issues on the demarcation of the state border with South Ossetia has caused surprise of the European parliamentarians, announced the deputy of the Russian State Duma Tamerlan Aguzarov during the scientific and practical conference "The Republic of South Ossetia before and after the recognition of the state independence by the Russian Federation," being under way in Tskhinval.
"As a member of PACE, I often visit Europe and at the meetings of this organization I have often heard that the measures to strengthen the border of South Ossetia hinder the movement of the local population. My interlocutors were very surprised to hear that the authorities of South Ossetia were ready to discuss any proposals for the demarcation of the border with Georgia, but the Georgian side did not react to this issue," - said the MP.
Neither the country, nor the people can be eternally at war. "In the absence of official relations between Tskhinval and Tbilisi one can use the methods of public diplomacy, as there are a lot of common issues for the people living on both sides of the state border. But it`s necessary the good will of Tbilisi for the dialogue between South Ossetia and Georgia," - said Aguzarov.
This term means both for the authorities and citizens of South Ossetia the guarantee of non-aggression against the Republic, giving political and legal assessment of the actions of Tbilisi and compensation for the damage.
The deputy has noted that it is the prerogative of the people of South Ossetia and its leaders, "they have a lot to think about - the entry into Russia, the membership in the Customs Union and so on."
"The outlook for the future can be different, but more importantly, it's the daily hard work to solve the problems facing the Republic,"- said the deputy.
Another major issue Aguzarov called the use of the Russian financial aid allocated for the rehabilitation of South Ossetia.
"Funding schemes of the Republic have been radically changed – currently, the funds come directly from the Russian Ministry of Finance to the Ministry of Finance of South Ossetia, bypassing the intermediary agency and are distributed by the leadership of the Republic " - said Aguzarov.
He has added that there were changes in the Russian part of the Intergovernmental Commission ( IGC) on socio-economic cooperation between South Ossetia and Russia - after the resignation of the Minister of Regional Development Viktor Basargin the Russian Presidential Plenipotentiary Envoy to the North Caucasus Federal District Alexander Khloponin is designated as co- Chairman of the Intergovernmental Commission.
"It was gratifying to hear in November 2012 at a meeting of the IGC, that by 2014 the economy of South Ossetia would develop more intensively," - said the Russian parliamentarian.
The statement of the President of South Ossetia Leonid Tibilov that the expenditure of the Russian financial aid will be under the tight control also fills with optimism and hope.
