JOINT DECLARATION OF REPUBLIC OF ABKHAZIA, MOLDOVAN PRIEDNESTROVIAN REPUBLIC, REPUBLIC OF SOUTH OSSETIA

Republic of Abkhazia, Pridnestrovian Moldovan Republic and Republic of South Ossetia, further referred as the Sides,

considering the special importance of the principle of self-determination in the formation processes of the modern world and underlining that the right for self-determination is a basis of new international relations;

considering human rights the highest value of the society and state and reminding that creation of our states is based solely on the will of the nations;

striving for consolidation of peace and stability in the Caucasus and the Black Sea region;

understanding the common challenges and threats, preventing our nations from free development and implementation of their inherent rights;

noting increase of tension from the side of Georgia and Republic of Moldova, which are using methods of political, economic and informational pressure and threats as well as armed provocations and terror regarding Republic of Abkhazia, Republic of South Ossetia and Pridnestrovian Moldovan Republic;

not accepting the unilateral acts of the authorities of Georgia and Moldova, directed at forceful conflict resolution under the cover of “peaceful initiatives” , without considering legitimate rights and interests of the people of Abkhazia, Pridnestrovie and South Ossetia as well as involving the third sides into the policy of pressure and blockades;

expressing appreciation to the Russian Federation for it’s active efforts in the conflict resolution and it’s leading role in supporting and keeping peace in the region;

welcoming the readiness of the International Society to apply new models of resolution for similar conflicts;

striving to full and final conflict resolution with peaceful and political means;

resting on the longstanding fraternal ties, common aspirations and considerable mutually beneficial co-operation of the people of Republic of Abkhazia, Pridnestrovian Moldovan Republic and Republic of South Ossetia,

are declaring the following:

Having vindicated our right to live and develop on the land that was left to us by our ancestors, our nations passed the fifteen year old stage of establishment and consolidation of it’s sovereign statehood. Time is coming for a new level of our countries development, for further growth of the welfare of our citizens, observation of their civil, social and economic rights an important guarantor of which are good-neighbor relations with all the bordering countries including Georgia and Republic of Moldova. Being guided in their foreign policy by the principles of equality, mutual respect, nonapplicability of force, the Sides continue negotiations on determining acceptable interstate relations with the Republic of Georgia and Republic of Moldova.

The sides state that the negotiations are not giving the expected results due to permanent reluctance of Georgia and Moldova to consider the current reality as well as lack of proper evaluation by the International Community the acts of the Georgian and Moldovan sides. The evidence of political inadequacy of the leadership of Georgia and Moldova are their insistent attempts to carry out a dialog from the position of ultimatums, dictation and application of force against sovereign Abkhazia, Pridnestrovie, South Ossetian to enter united and indivisible Georgia and Republic of Moldova.

This acts of the Georgian and Moldovan authorities are not only preventing final and fair resolution but return the conflicts to their beginnings putting again the sides on the verge of military confrontation.

Drawing attention of the International Community to the impermissibility of double standards in regards of states and nations striving for self-determination and independence. Consistent and equal application of the new methods and ways should be the key approach in respect of Abkhazia, Pridnestrovie and South Ossetia.

The established relations between the former Soviet States, their geopolitical aspirations determine our urge towards integration into the structures that comply with our civilized choice.

In the framework of this strategic priority of our foreign policy and external economic activities, we are counting on development of economic, social, humanitarian and cultural dimensions on the bases of legal procedures and agreements functioning in CIS, Common Economic space and other similar areas.

Russian Federation remains the main guarantor of stability and peace in our regions first of all due to successfully implemented peacekeeping operations under the aegis of the Russian side.

The sides are expressing their appreciation to the Russian Federation for it’s peacekeeping efforts and are calling the leadership of Russia to continue it’s peacekeeping missions and consider possible transformation of those operations into peace maintaining activities after achieving political settlement with Georgia and Republic of Moldova.

Considering the common objectives of our independent states, our common aspiration for stable development in the course of world tendencies and democratic standards, Republic of Abkhazia, Pridnestrovian Moldovan Republic and Republic of South Ossetia are united in their opinion to develop long-term strategic partnership between our countries in all the spheres.

In connection with this Republic of Abkhazia, Pridnestrovian Moldavian Republic and Republic of South Ossetia, based on the signed documents on cooperation , including the Treaty on Friendship and Cooperation between Republic of Abkhazia and Pridnestrovian Moldovan Republic dated January 22 1993, Treaty on Friendship and Cooperation between Republic of South Ossetia and Pridnestrovian Moldovan Republic dated 12 October 1994, Treaty on Friendship and Cooperation between Republic of Abkhazia and Republic of South Ossetia dated 19 September 2005, proclaim establishment of Community “For Democracy and Rights of Nations”.

The main objectives of the community will be:

• completion of the political and legal break-up of the Soviet Union through international recognition of Republic of Abkhazia, Pridnestrovian Moldovan Republic and Republic of South Ossetia;
• achievement of common objectives with peaceful means and political methods on the basis of mutually beneficial and equal cooperation, constructive partnership and mutual respect in regards of all the subjects of international intercourse;
• supreme importance of the will of the nation in taking state decisions and inadmissibility of renunciation of the principles of sovereignty and independence during negotiations on political resolution;
• development and consolidation of democratic institutions. The key role in this context the sides are giving to monitoring of referendums and election procedures as well as interaction of the Civil Societies of our States;
• respect and protection of human rights regardless of ethnicity, race, culture and language and the status of the state of residence;
• creation of favorable conditions for development of the economies of the Sides for the sake of welfare and prosperity of the people of Abkhazia, Pridnestrovie and South Ossetia;
• preservation and development of cultural, national and territorial identity of the people of Abkhazia, Pridnestrovie and South Ossetia;

The created Community is not directed against third states, international organizations or unions.

The Sides confirm their devotion to develop the achieved level of mutual understanding and cooperation and are ready to take up forms of closer interaction.

The Sides believe that our peaceful initiatives and aspirations will have a positive effect on the dynamics of modern world and regional processes and will gain widest support.
