Since 1989, the Georgian leadership has been conducting the legal war against South Ossetia. Starting with the abolition by the Supreme Council of the GSSR of all laws and regulations adopted by the GSSR after 1921, with the elimination by the Supreme Council of the GSSR of the South Ossetian Autonomous Oblast the actions of the Georgian legislative authorities are focused on the legal destruction of South Ossetia, on the regulatory and legal justification of the genocide carried out against the people of South Ossetia by Georgia.
Deputies of the South Ossetian Regional Soviet of People's Deputies, later the Supreme Soviet of the South Ossetian Soviet Republic, successfully resisted the Georgian legal aggression. Decisions of the legislative authorities of South Ossetia, balanced, adjusted, were the perfect basis for political and legal reasons of the independence of South Ossetia.
April 26, 2006, the Parliament of the Republic of South Ossetia adopted a "Declaration on the genocide of South Ossetians" and "The political and legal assessment of the events in 1989-1992." Specific feature of the Declaration as a regulatory act is general, vague nature of its provisions requiring additional legislative regulation. The Declaration was not legally regulated. Just does not have the legal assessment the outcome of the Georgian aggression in 2008.
Realizing the importance of legal opinion of the genocide of the people of South Ossetia by Georgia, recognizing the importance of assessing damage caused by the Georgian aggression in 1989-2008, as well as its repair, recognizing the need for legal political demands of the Ossetian people to Georgia to repent and to recognize the genocide of the people of South Ossetia, the Ossetian community in Moscow has supported the proposals of the President and members of the Parliament and made the following statement.
We ask you to form a parliamentary committee to assess the facts of the genocide of the people of South Ossetia by Georgia, to assess the economic impact of the Georgian aggression 1989-2008, to involve the expert community into the work of parliamentary commission.
We ask you to initiate the adoption of the relevant law (s): The law "On the genocide of the people of South Ossetia," which should include a political assessment of the Georgian genocide, political demands to Georgia; the Law "On Property Restitution of victims of the Georgian aggression, citizens of South Ossetia and Ossetian refugees from Tbilisi and other regions of Georgia ", the Law "On the liability for denial of the genocide of the Ossetian people", the Law" On the liability of the Georgian politicians for the genocide of the Ossetian people" with a list of names of the state perpetrators guilty of ethnic cleansing and genocide of the Ossetian people.
