Drug provision of the Republican Multidisciplinary Center was discussed at the Parliamentary Committee on Social Policy and Health. As noted by the head of the profile committee Alexander Pliev, there are many complaints from people about the shortage of drugs in the "red zone".
“A huge number of appeals have been received by the parliament, people say that there is a shortage of certain drugs, and many citizens buy expensive drugs themselves. Basically, they talk about the absence of blood thinning drugs,” said Pliev, quoted by the press service of the legislative body.
The deputies asked questions of interest to the Minister of Health and Social Development Soslan Naniev. In particular, they were interested in the absence, according to the patients, of the drug clexane in the hospital. Deputy Dzambulat Medoev said that people complain that they were not given clexane in the hospital, and asked what was the reason.
He has also asked if there are any problems with the supply of drugs, and if there are any debts to suppliers. Also, the deputies asked if there is enough oxygen for the sick in case the road is closed.
Regarding the drug clexane, Minister of Health Soslan Naniev has explained that this drug is always available in the hospital, but noted that it is intended for seriously ill patients.
“Clexane in the amount of 600 packs was purchased, but clexane is given to patients according to indications, those who are in the intensive care unit, or who are close to getting into this ward. We have had and always have clexane. With a slightly complicated course of the disease, patients are given other anticoagulants - heparin. That is, one must understand that there are clear indications for the use of a particular drug. Clexane is a strong drug, it is not for all patients,” Naniev said.
The Minister has noted that there was a shortage of a specific range of drugs. These are heparin, dexamethasone, etc., but now they are all in the RMMC. Alexander Pliev has noted that, nevertheless, for some reason people, according to them, buy clexane themselves.
Naniev has asked to contact the Ministry of Health when doctors ask them to buy drugs themselves, if such facts are still existing.
“I appeared on television several times, asked that if someone was asked to buy drugs, he would apply to the Ministry of Health. I admit that we may not have this or that drug for a certain period, but if we do not have a drug, but we have been contacted, and there were such cases, in most cases we found drugs. We asked people who were asked to buy the drugs themselves, but none of them said. I don’t know why,” Naniev shared.
Pliev also noted that there were cases when there were drugs in the hospital, but they did not reach the patients.
“At some stage, the drugs are lost and sometimes do not reach the patient, and in the meantime, these drugs are available in the RMMC,” he said. As noted by the Minister, the way out of this situation is in the automation of medicines, now paper records of medicines are being kept, and it is difficult to track even if medicines are lost, and with digitalization, there will be no such problems.
The Health Minister has also said that in 2020 the money for covid drugs was not allocated, so these drugs were purchased either from some other sources by means of financial transfers, or from the quarterly purchase of these drugs.
“Since certain drugs are expensive, but we need them so that we do not spend this entire quarterly purchase on the purchase of these drugs, because then we would not have enough funds for other drugs, we asked in installments until the end of the year. Russian suppliers refused us this, but the local supplier agreed. That is, we were so insured on these positions, and we had all the expensive drugs continuously,” the Minister has emphasized.
He has noted that now there is no shortage of medicines, that this is also the merit of the President of the Republic. Naniev explained that a certain amount of work had been carried out and by the end of the year, including January, there would be no shortage of drugs and oxygen.
Naniev noticed that there was never a situation where there was not enough oxygen. “We have medical oxygen, certified, not technical. The cylinders are also filled with them. This was done through agreements. We always have oxygen in full,” he said.
The MP David Sanakoev has asked if the situation with the coronavirus continues, whether the Ministry of Health has thought about purchasing a more powerful oxygen station.
Naniev noted that he had considered this issue. Moreover, according to him, to install a new station is not only savings, but also minimization of any risks of being left without oxygen.
