The Commission on delimitation and demarcation of the border of South Ossetia with Georgia is not fully involved in the work, and its members were not familiarized with the materials of the working group before being submitted to the parliamentary session. In addition, the commission is working without a Regulation. This was told to IA "Res" by the members of the Commission.
Yegor Kochiev, the head of the South Ossetian delegation at the meetings in the IPRM format, is sure that first it is necessary to complete the work on the border and then discuss the information received.
"It is still premature to issue any information about the work of the State Commission on Delimitation and Demarcation of the borders. Initially, it is necessary to carry out the full scope of work along the borders, since the issue is not simple and requires the maximum involvement of all members of the Commission," Kochiev said.
According to him, there are materials of the working group to clarify the passage of the state border line. "But, despite the fact that I personally repeatedly asked for these materials for their study, they were not provided to me, although by the nature of my activity I have a direct interest in a full study of all the data," the head of the South Ossetian delegation emphasized at the IPRM meetings.
The head of the service of state registration, cadastre and cartography of the Republic of South Ossetia, Alena Kochieva, representing the Ministry of Justice in the Commission, has noted that the Commission cannot work without the approved Regulation.
She reminded that the Commission was established by the presidential decree in April 2021. The decree set a one-month deadline for the submission of the Regulation on the Commission. The draft Regulation was sent to the head of state in August, and according to the president's response, it requires adjustments to bring it into line with the norms of the Constitution of the Republic of South Ossetia and current legislation.
"The draft regulation was sent to the President and a conclusion was given to it with comments. The Commission has not yet considered these comments, that is, to date, the Regulation on this Commission has not been adopted. At the same time, at the meetings of the Commission, they discuss how the border should be drawn, but without an approved Regulation, the field of operations is not fully defined," Kochieva noted.
She has stressed that until the approval of the necessary Regulation on the work of the Commission, the Commission cannot fully work.
The head of the State Registration, Cadastre and Cartography Service also explained that to define a frontier is a very serious and painstaking work that requires detailed study.
"This is a very voluminous work. The study of documents, archives, our legislation. The description should be clear, so that in the future we will go to the international level with this description of the borders, and God willing, to negotiations with our neighbors. And everything must be clear there. spelled out and stipulated, - Kochieva noted. - After approval of the regulations on the work of the commission, the commission will have to study the entire existing legal framework, all available cartographic materials in our archives, in the archives of the Russian Federation, as the legal successor of the USSR. And having already studied all the materials, the commission will have to choose a specialist in this area, since there are no cartographers in our republic who would be engaged in drawing the state borders. Such specialists are available in the Russian Federation. Among them, the commission will have to choose a specialist who will mark the boundaries, outline and, accordingly, make a description of this border in order to legislate it."
According to Kochiev, the commission has done intermediate work so far, and it is too early to provide any information about the work done.
"A specialist was invited. As far as I know, a working group was created in the commission, and this group consulted with this specialist on the issues of interest to them. But officially the commission has no agreements with him, respectively, so far there is no need to talk about the results of the Commission's work. Such specialists are available in the Russian Federation. Among them, the commission will have to choose a specialist who will mark the boundaries, outline and, accordingly, make a description of this border in order to legislate it."
