Concern about the revanchist moods of the Georgian authorities still compels South Ossetia to insist on signing the internationally obliging document with Georgia about non-use of force It has been declared by the President of South Ossetia Eduard Kokoity at the meeting in Tskhinval with co-chairmen of the Geneva discussions on safety in Transcaucasia.«We are anxious about aggression of Georgia, by the revanchist statements being sounded more often. Despite numerous assurances of the President of Georgia from high European tribunes about his aspiration to peace, after a while one can hear other words about aspiration « to return the lost territories» and intention to hold a celebration in Abkhazia.
It testifies that the current Georgian leadership is instable both in its statements and actions. In this connection, I consider that South Ossetia has to sign with Georgia the document on non-use of force supported by the international guarantees», - the President has underlined. The head of the state has reminded of the joint statement of the presidents of South Ossetia and Abkhazia on intention to adhere to the available arrangements and readiness to sign the document on non-use of force. At the same time the President has made special mention of the effective activity of Mechanisms on prevention and reaction to incidents. «I’d like to note that all citizens of Georgia, who have illegally crossed the RSO frontier, after the relevant procedures provided by our legislation, are usually transferred to the Georgian party. We do not politicize this question and are aiming for peace. At the same time the citizens of the RSO and the Russian Federation, detained in Georgia, are convicted of obscure charges and undergo money extortion », - the President has emphasized. He has noted that such state of affairs does not promote strengthening of mutual trust and stability in the region. The President has also confirmed readiness of South Ossetia to promote returning of the Georgian refugees in Leningorskiy region of the RSO having noticed that this process is opposed, first of all, by Tbilisi. «The Georgian authorities still do utmost to ruin all our peaceful initiatives, including the refugee problem», - the President has declared. He has also condemned the actions of the United Nations General Assembly which has voted for the Georgian resolution on refugees; the President has underlined that this document was adopted ignoring the opinion of South Ossetia and Abkhazia. «We realize why the representatives of South Ossetia and Abkhazia are not invited to the United Nations General Assembly - some countries do not want, that the countries voting for this resolution would have learnt truth about the events of August, 2008. The same mistakes which have led to war» are made again, - has declared Kokoity. In his opinion, the international organizations, first of all the OSCE, could prevent the war in 2008, however, their "double standards» policy has led to failure of the peaceful initiatives and to unleashing the aggression of Georgia against South Ossetia. «It has completely undermined authority of OSCE in the opinion of population of South Ossetia and now it`s not easy to start cooperation from scratch», - the President has noted. Nevertheless he has underlined that South Ossetia is opened for possessing cooperation with all countries and international organizations, which are ready to promote peace and stability in the Southern Caucasus. In turn, the co-chairman of the Geneva discussions representing the European Union, Pierre Morel has noticed that the Geneva format allows to move forward and to work over peace consolidating in the region. «There are certain complications, but at the same time we are moving forward. You have mentioned a regularity of the work of the MPRI. Taking into account all the difficulties of its creation, this unit has been working for the benefit of all the parties and we consider, it will be functioning better», - the representative of the EU has said. In his opinion, a lot of chances for the situation improvement have been missed in the past. «One cannot miss even the slightest chance for achieving even the modest progress in the situation improvement. It is the modest approach, but one can say with certainty that now it is more important to move forward than it was at the beginning of the Geneva discussions three years ago», - has noted Morel. The co-chairman of the discussions, the OSCE spokesman Gedrius Chekuales and the co-chairman, the United Nations spokesman Anti Turunen have also expressed confidence of the Geneva format advantage. It should be reminded, the next, 17 round of the Geneva discussions is planned for October, 4, 2011.
