The conditions for normalizing relations with Georgia are its recognition of the genocide of the Ossetian people and the independence of South Ossetia, said President Anatoly Bibilov.
Earlier, Russian President Vladimir Putin said that it would be good for the current Georgian authorities to know the long history of relations with the peoples of Abkhazia and South Ossetia if they want to establish relations with them today. Then the Russian President, in particular, noted the rigidity with which Georgian troops acted in Ossetia in 1919 and 1920, adding that "this is exactly what is called the genocide today."
"Now we do not have any relations, because we cannot have any relations with a state that ... actually committed the genocide of the Ossetian people a priori without recognizing this genocide. Without signing a memorandum on the non-use of force and recognition of the Republic of South Ossetia," the President said to reporters.
He noted that today "he does not see politicians in Georgia who would have such political responsibility, political courage, who would do this."
"Today, Georgia is under the external control of America. It is a fact. They themselves say it, they themselves recognize it. As long as there is a factor of political hegemony over Georgia’s top leadership on the part of America, until there are politicians who are interested in peace in Transcaucasia, Transcaucasia was not such a powder keg that could be blown up at any time - until these people appear, we can’t have any relations, "he noted.
The only relations that South Ossetia has with Georgia at the international level are the Geneva discussions, the President reminded.
"(There) we also raise the question on the signing a memorandum on the non-use of force. Why they do not sign it? And in addition to this non-signature, the NATO exercises are being held in Transcaucasia. What is the interest of the Americans in conducting exercises? This is aggravating the situation," he noted.
