South Ossetian parliamentarians at the session on Tuesday approved the draft law "On joining the agreement on the Customs Code of the Eurasian Economic Union."
The issue for consideration by the deputies was submitted by the Deputy Chairman of the profile Committee of the Parliament on small business and agriculture Arsen Kvezerov.
“The adoption of the law will allow the customs authorities of the Republic, with the support of the Russian Federation, to create a basis for the use of modern automation tools for customs operations, software tools and technologies in the field of customs,” Kvezerov said.
Deputy David Sanakoev asked whether the adoption of this agreement would entail changes in the transportation of goods through customs by legal entities and individuals and an increase in tariffs.
Minister of Economic Development Dzambolat Tadtaev has explained that the Ministry is working on the necessary amendments; in addition, the work is underway on the rates of the single customs union.
Tadtaev has noted that the amendments and improvements will be presented to the deputies for study.
The Parliament Speaker Alan Alborov urged the head of the Ministry of Economic Development to work closely with the relevant committee on this issue for a detailed study of the document.
The deputies unanimously supported the bill.
The agreement on alliance and integration between South Ossetia and the Russian Federation, which provides for the integration of the customs authorities of the Republic of South Ossetia with the customs authorities of the Russian Federation, was signed in Moscow on March 18, 2015.
In accordance with Article 5 of the Treaty, the Agreement was concluded between South Ossetia and the Russian Federation on the integration of the customs authorities of the two states dated April 25, 2016.
According to Article 2 of the Agreement, the customs authorities of the Republic until 2020 were to be integrated with the customs authorities of Russia by implementing measures to transfer the Republic of South Ossetia to the right of the Eurasian Economic Union in the field of customs regulation, and in the part not regulated by such a right, to the legislation of the Russian Federation on customs affairs. The procedure for the transition of South Ossetia to the application of the rates of the Common Customs Tariff of the EAEU and the rates of export customs duties in force in the Russian Federation is determined by a separate protocol.
On December 30, 2021, the Parliament of the RSO approved the state program of socio-economic development of the Republic for 2022-2025 with a list of measures within the framework of the plan for harmonization of the customs authorities of the RSO with the customs authorities of the Russian Federation, according to which the South Ossetian side undertook to issue a resolution of the parliament on the operation of the EAEU law and the legislation of the Russian Federation in the field of customs regulation on the territory of South Ossetia.
In order to implement these norms and ensure further integration of the customs authorities of the Republic of South Ossetia and the Russian Federation, it is necessary to adopt the law of the Republic “On the operation of the law of the Eurasian Economic Union and the legislation of the Russian Federation in the field of customs regulation on the territory of the Republic of South Ossetia”.
