In December 2024, 12 violators of legislation in the border sphere were detained at various sections of the state border of South Ossetia.
According to the press service of the KGB, among them were six violators of the state border regime and six - of the border regime.
The Border Service of the State Security Committee conducted investigations into each fact of violation of legal regimes.
“As a result of procedural activities, administrative measures were applied to the violators of the current administrative and legal regimes on the state border with the explanatory work, during which five people were subject to an administrative fine, one person was expelled from South Ossetia with a fine, warnings were issued to four violators, and a criminal case was initiated against one detainee,” the department has noted.
It has been reminded that foreign citizens enter (pass), temporarily stay, and move around using individual or collective passes within the populated areas and periods specified in the pass, provided they have identity documents.
To obtain a pass, a foreign citizen may contact the KGB border service in person or through their representative, a citizen of the Republic of South Ossetia (the inviting person), at the following addresses:
- Tskhinval, Khetagurov Street,1
- Dzau, Dachnaya Street, 17
- Znaur, Lenin Street, 26.
The following documents must be attached to the application:
- for citizens of the Russian Federation - photocopies of passports with a registration stamp
- for other foreign citizens - photocopies of passports with a registration stamp and documents confirming temporary registration at the place of residence in the Republic of South Ossetia (in case of staying in the Republic for more than three days), and photocopies of migration cards with the corresponding seals.
Applications are reviewed and passes are issued within up to ten working days.
In accordance with Section 3 of the border regime rules in the border zone on the territory of South Ossetia, approved by Decree of the Government of the Republic of South Ossetia No. 34 of August 9, 2017, in order to obtain a permit, citizens of the Republic of South Ossetia must send an application for a permit to the Border Service of the KGB of the Republic of South Ossetia at least three days before the start of the event, with a mandatory attachment of a photocopy of their passports with a registration stamp.
Foreign citizens and organizations attach an application for a permit to the application or petition for individual or collective passes with the mandatory attachment of a photocopy of the passport with a registration stamp and the entire list of required documents.
A permit to carry out work or an event is issued:
a) to citizens of the Republic of South Ossetia - for the period necessary to carry out the work or the event, but not more than 1 year
b) to foreign citizens - for the period of validity of the pass
The permit is issued by the PS KGB Directorate of the Republic of South Ossetia - Tskhinval, Khetagurov St. 1, tel. 45-43-43.
In addition, it is necessary to have identification documents (passport, service ID) when planning a trip to the ski slope located near the state border in the area of the settlement of Ruck.
Intentional violation of the legal regimes established at the state border and border territory entails not only administrative but also criminal liability in accordance with the of Administrative Code of the Russian Federation and the Criminal Code of the Russian Federation.
